Overview

Educational materials can and should be usable for all students from the beginning, including students with disabilities who use assistive technology (AT). However, many materials are developed without consideration for the wide variation of students’ functional abilities: physical, sensory, or learning. To ensure students with disabilities have access to the materials of the curriculum, educators need to understand accessible educational materials (AEM) and the process of providing accessible formats. 

This module provides foundational information about AEM and procedural guidance for providing accessible formats as required by the Individuals with Disabilities Education Act (IDEA).   

This module is an update of a previous module, Navigating Accessible Instructional Materials, authored by Diana Foster Carl in collaboration with the National Center on Accessible Instructional Materials (AIM Center) and the Texas Assistive Technology Network (TATN). Both that module and this updated version include a four-step process for ensuring students with disabilities who need accessible formats receive them in a timely manner. This process was originally created by the AIM Center and continued to be developed by its predecessor, the National Center on Accessible Educational Materials (AEM Center).

Cynthia Curry, M.S. Ed.

Cynthia Curry is Director of the National Center on Accessible Digital Educational Materials & Instruction (NCADEMI or “n-cademy”) at the Institute for Disability Research, Policy & Practice (IDRPP) at Utah State University. She has provided state, regional, and national training and technical assistance on assistive technology, accessible educational materials (AEM), and digital accessibility since 2000. Starting her career as a secondary science teacher, she has enjoyed diverse roles in the pursuit of more accessible digital learning environments in preK–12 and higher education. Prior to joining the IDRPP in early 2024, Cynthia was Director of Technical Assistance at CAST, providing leadership for the National AEM Center and the Center on Inclusive Technology & Education Systems (CITES).

Diana Foster Carl, M.A., L.S.S.P. 

Diana Foster Carl, M.A., has more than 35 years of experience in various capacities in public education and in leadership roles in national, statewide and regional organizations and boards. Carl, whose background is as a school psychologist, is a former Director of Special Education Services at Region 4 Education Service Center in Houston and lead facilitator of the Texas Assistive Technology Network (TATN). She is a consultant with CAST as the Special Projects Coordinator for the National Center on Accessible Educational Materials, a founding member of QIAT and a co-author of Quality Indicators for Assistive Technology: A Comprehensive Guide to Assistive Technology Services.

Content for this module was modified from the AEM Navigator - a tool developed by the National Center on Accessible Instructional Materials and subsequently maintained by the National AEM Center.
